The UAE has become the first country to use artificial intelligence to create and amend laws, speeding up and modernizing the legislative process.

The United Arab Emirates (UAE) has announced a groundbreaking initiative to become the first country in the world to use artificial intelligence (AI) to draft and amend legislation. The move aims to improve the efficiency and accuracy of the legislative process using AI technology.

To implement the project, a new body has been created — the Regulatory Intelligence Office — which will coordinate the implementation of the AI ​​system in the legislative sphere. The office will work in close cooperation with federal and local authorities, as well as with representatives of the private sector. The AI ​​system will analyze large volumes of legal data, including current legislation, court decisions, and information on government services, to track the impact of laws in real time and propose relevant changes.

According to government forecasts, the introduction of AI will speed up the lawmaking process by up to 70%, reducing the time and resources needed to prepare, analyze, and adopt new regulations. This is especially important for a country with a multicultural population, where 90% of residents are foreigners. The system will be able to generate draft laws in several languages, ensuring accessibility and understanding of regulations for all segments of the population.

To ensure that the legislation complies with international standards, the AI ​​system will be integrated with global policy and legal research centers. This will allow the UAE to benchmark its legislation against international best practices and adapt it to its own needs.

However, experts warn of potential risks associated with outsourcing legal work to machines, including potential misinterpretations, data distortions, and algorithmic opacity. Lawyers stress the need for strict human oversight to ensure that new laws are in line with national values ​​and societal norms.

This project continues the UAE’s strategic course to implement AI in key areas. The country has previously created an investment fund MGX, which has invested $30 billion in the development of AI infrastructure. The UAE is striving for leadership in the field of artificial intelligence and digital governance.

The international community will closely monitor the implementation of this initiative, which could potentially become a model for other countries seeking to modernize their legislative systems.
